करोड़ों भारतीयों को कम लागत पर तेज, सुरक्षित और विश्वस्तरीय यात्रा का अनुभव प्रदान करना कोई आसान काम नहीं है लेकिन भारतीय रेलवे भौगोलिक, सांस्कृतिक, सामाजिक और आर्थिक रूप से विविधतापूर्ण भारत की जरूरतों के अनुरूप खुद को बदलकर मिशन मोड में कार्य कर रहा है।
रेलवे ने चालू वित्त वर्ष के पहले नौ महीने और 4 दिनों में अपने बजटीय परिव्यय का 76 प्रतिशत खर्च कर दिया है। 5 जनवरी, 2025 तक भारतीय रेलवे की नवीनतम व्यय रिपोर्ट के अनुसार, भारत में रेल यात्रा को विश्वस्तरीय रूप देने के उद्देश्य से क्षमता वृद्धि में भारी निवेश किया गया है। पिछले एक दशक से लगातार पूंजीगत व्यय (कैपेक्स) का ही परिणाम है कि आज 136 वंदे भारत ट्रेनों का संचालन हो रहा है, ब्रॉड गेज के लगभग 97 प्रतिशत विद्युतीकरण हुआ है और नई लाइनें बिछाई गई हैं।
इसी निवेश के फलस्वरूप गेज परिवर्तन, ट्रैक के दोहरीकरण, यातायात सुविधाओं में वृद्धि, पीएसयू और महानगरीय परिवहन में निवेश संभव हुआ है। इस पूंजीगत व्यय ने करोड़ों भारतीयों को कम लागत पर तेज, सुरक्षित और विश्वस्तरीय यात्रा का अनुभव कराया है। अभी वंदे भारत स्लीपर ट्रेनों का स्पीड टेस्टिंग और सुरक्षा प्रमाणन कार्य चल रहा है और रेल यात्रियों को बहुत जल्द लंबी दूरी की यात्रा के लिए विश्वस्तरीय यात्रा का अनुभव मिलने वाला है। यह समग्र यात्रा अनुभव में क्रांतिकारी बदलाव लाएगा। भारतीय रेलवे का यह परिवर्तन, विकसित भारत की दूरदर्शी सोच और भारतीय रेलवे द्वारा आधुनिकीकरण परियोजनाओं में मिशन मोड में खर्च करके इसके त्वरित निष्पादन के बिना संभव नहीं होता।
भारत, अपनी विशाल भौगोलिक, सांस्कृतिक और भाषाई विविधता के साथ सबसे अधिक आबादी वाला देश होने जैसी चुनौतियों के बावजूद, भारतीय रेलवे एक नया, आधुनिक और एकीकृत भारत बनाने के लिए परिवर्तनकारी शासन के दृष्टिकोण को लागू कर रहा है। यह बुनियादी ढांचे, प्रौद्योगिकी और टिकाऊ व्यवस्थाओं में निवेश करके एक समावेशी भारत बनाने के प्रयासों का नेतृत्व कर रहा है। इस तरह, भारतीय रेलवे यह सुनिश्चित कर रहा है कि आज बोए गए प्रगति के बीज हमारी भावी पीढ़ियों के लिए सर्वोत्तम फल दें।
भारत की विविधताओं को देखते हुए, रेलवे के लिए वर्तमान भार को पूरा करना और साथ ही अपने भविष्य के निर्माण में भारी निवेश करना आसान काम नहीं है। लेकिन इस कैलेंडर वर्ष के पहले चार दिनों में 1198 करोड़ रुपए के पूंजीगत व्यय के साथ, भारतीय रेलवे का कुल पूंजीगत व्यय लगभग तीन महीने शेष रहते 76 प्रतिशत पर है।
बजट अनुमान 2024-25 में रेलवे के लिए कुल पूंजीगत व्यय 2,65,200 करोड़ रुपए है, जिसमें सकल बजटीय सहायता 2,52,200 करोड़ रुपए है। इसमें से 1,92,446 करोड़ रुपए पहले ही खर्च किए जा चुके हैं। रोलिंग स्टॉक के लिए बजटीय प्रावधान 50,903 करोड़ रुपए का था। इसमें से 5 जनवरी तक 40,367 करोड़ रुपए खर्च किए गए, जो रोलिंग स्टॉक के लिए आवंटित बजट का 79 प्रतिशत है। सुरक्षा संबंधी कार्यों में 34,412 करोड़ रुपए के बजटीय आवंटन में से 28,281 करोड़ रुपए खर्च किए गए, जो आवंटित राशि का 82 प्रतिशत है।
सरकार ने भारतीय रेलवे को विश्वस्तरीय इकाई में बदलने को प्राथमिकता दी है, जो प्रतिदिन औसतन 2.3 करोड़ भारतीयों को किफायती लागत पर देश के एक हिस्से से दूसरे हिस्से तक पहुंचाता है। विकास के इस मार्ग पर आगे बढ़ते हुए भारतीय रेल आने वाली पीढ़ियों के लिए अत्याधुनिक बुनियादी ढांचा विकसित करने के लिए पूंजीगत व्यय में करदाताओं के पैसे को लगा रहा है और इस प्रकार हम सभी विकसित भारत की दिशा में आगे बढ़ते हुए भविष्य के लिए तैयार भारतीय रेलवे में योगदान दे रहे हैं।
