मुख्यमंत्री पुष्कर सिंह धामी ने हिमालयन सांस्कृतिक केंद्र देहरादून में आयोजित “आपातकाल के 50 वर्ष पूर्ण होने पर लोकतंत्र सेनानियों के सम्मान कार्यक्रम” में प्रतिभाग किया। इस अवसर पर केंद्रीय पर्यावरण, वन एवं जलवायु परिवर्तन मंत्री भूपेंद्र यादव भी उपस्थित थे।
कार्यक्रम में मुख्यमंत्री ने नरेन्द्र कुमार मित्तल एवं रणजीत सिंह जुयाल सहित 10 लोकतंत्र सेनानियों को सम्मानित किया। केंद्रीय पर्यावरण, वन एवं जलवायु परिवर्तन मंत्री भूपेंद्र यादव का उत्तराखण्ड आगमन पर स्वागत करते हुए मुख्यमंत्री ने कहा कि केंद्र सरकार के सहयोग से राज्य के वन सम्बंधित मामलों का तत्परता से निस्तारण हो रहा है। उत्तराखण्ड को केंद्र सरकार का हर संभव सहयोग एवं मदद प्राथमिकता पर मिल रही है।
लोकतंत्र सेनानियों को नमन करते हुए मुख्यमंत्री ने कहा कि आज हमें लोकतंत्र की रक्षा करने वाले महानायकों को सम्मानित करने का सौभाग्य प्राप्त हो रहा है। भारतीय लोकतांत्रिक इतिहास में आपातकाल का कालखंड हमेशा एक काले अध्याय के रूप में अंकित रहेगा। यह फैसला हमेशा की तरह देश को अपनी जागीर समझने वाले एक परिवार की हठधर्मिता और तानाशाही रवैए का परिणाम था।
मुख्यमंत्री ने कहा कि आपातकाल में भारतीय संसद को बंधक बना लिया गया, प्रेस की स्वतंत्रता पर सेंसरशिप थोप दी गई और न्यायपालिका की गरिमा तार-तार कर करोड़ों देशवासियों के मौलिक अधिकारों को रौंद दिया गया। आपातकाल के उन काले दिनों में सत्ता के नशे में चूर तत्कालीन सरकार ने सभी विपक्षी नेताओं, सैंकड़ों पत्रकारों सहित हर उस आवाज का निर्ममता से दमन किया जो लोकतंत्र की रक्षा के लिए उठ रही थी।
मुख्यमंत्री ने कहा कि प्रधानमंत्री नरेंद्र मोदी स्वयं आपातकाल के समय भूमिगत रहकर लोकतंत्र की लड़ाई में अग्रणी भूमिका निभा रहे थे। यही कारण है कि उन्होंने लोकतंत्र सेनानियों के योगदान और आपातकाल के काले अध्याय से आने वाली पीढ़ियों को अवगत कराने हेतु 25 जून को “संविधान हत्या दिवस” के रूप में मनाने की शुरुआत की। प्रधानमंत्री जी ने आपातकाल की घटनाओं का उल्लेख करते हुए 1978 में “संघर्षमां गुजरात” नामक एक किताब भी लिखी थी।
उन्होंने कहा कि कल ही गृहमंत्री अमित शाह ने प्रधानमंत्री जी के आपातकाल के दौरान के संघर्ष पर लिखी एक नई पुस्तक “द इमरजेंसी डायरीज” का भी विमोचन किया। मुझे पूर्ण विश्वास है कि इस पुस्तक और संविधान हत्या दिवस के माध्यम से भारत की नई पीढ़ी भी ये जान सकेगी कि किस तरह आपातकाल के दौरान संविधान को रौंदा गया और लोकतंत्र की आत्मा को निर्ममता से कुचला गया।
मुख्यमंत्री ने कहा कि इस प्रकार के कार्यक्रम न केवल हमारे प्रदेश के युवाओं को लोकतंत्र का महत्त्व समझाने में सहायक सिद्ध होंगे बल्कि उन्हें अपने अधिकारों और कर्तव्यों के प्रति और अधिक सजग बनाने में भी महत्वपूर्ण भूमिका निभाएंगे। उत्तराखण्ड को देश का अग्रणी राज्य बनाने के हमारे “विकल्प रहित संकल्प” को पूर्ण करने हेतु हमें एक नई शक्ति और ऊर्जा प्रदान करेंगे। इस अवसर पर कैबिनेट मंत्री गणेश जोशी, राज्य सभा सांसद महेंद्र भट्ट एवं बड़ी संख्या में लोग मौजूद रहे।
