17 फरवरी से 20 फरवरी 2025 तक नई दिल्ली स्थित BSF मुख्यालय(BSF) में भारत और बांग्लादेश के BSFों (BSF और बॉर्डर गार्ड बांग्लादेश) के बीच 55वाँ महानिदेशक स्तरीय सीमा समन्वय सम्मेलन सम्पन हुआ। इस सम्मेलन के दौरान भारतीय प्रतिनिधिमंडल का नेतृत्व BSF महानिदेशक दलजीत सिंह चौधरी ने, जबकि बांग्लादेशी प्रतिनिधिमंडल का नेतृत्व मेजर जनरल मोहम्मद अशरफुज्जमां सिद्दीकी, OSP, BSP, SUP, BGBM, NDC , PSC, M. Phil, महानिदेशक बॉर्डर गार्ड बांग्लादेश ने किया।
BSF (भारत) और बॉर्डर गार्ड बांग्लादेश (बांग्लादेश) के बीच की यह उच्चस्तरीय वार्ता साल में दो बार आयोजित की जाती है – एक बार भारत और एक बार बांग्लादेश में। इस वार्ता के माध्यम से दोनों ही सीमा रक्षक बल सीमा सुरक्षा और सीमा प्रबंधन में सहयोग सुनिश्चित करने हेतु एक मजबूत तंत्र स्थापित करते हैं।
भारत और बांग्लादेश, ये दोनों पड़ोसी देश, सभ्यतागत और सांस्कृतिक विरासत को साझा करने के साथ वैसे कई अन्य कारकों को भी साझा करते हैं जो इन दोनों पड़ोसी देशों के बीच इस संदर्भ में की जा सकने वाली वार्ता के समस्त पहलुओं को उजागर करते हैं । दोनों पक्षों के बीच पिछला सीमा समन्वय सम्मेलन 5 से 9 मार्च 2024 तक ढाका, बांग्लादेश में आयोजित किया गया था।
BSF ने वार्ता के दौरान जिन महत्वपूर्ण मुद्दों को उठाया उनमें, बांग्लादेश स्थित अपराधियों/उपद्रवियों द्वारा BSF सदस्यों और भारतीय नागरिकों पर किए जाने वाले हमले तथा दुर्व्यवहार की रोकथाम, सीमा पर होने वाले अपराधों को रोकने के लिए संयुक्त प्रयास, बांग्लादेश स्थित इंडियन इंसर्जेंट ग्रुप के खिलाफ कार्रवाई , सीमा के बुनियादी ढांचे से संबंधित मुद्दे, सिंगल रो फेंस का निर्माण, समन्वित सीमा प्रबंधन योजना, विश्वास निर्माण उपाय के साथ-साथ अन्य विविध गतिविधियों के प्रभावी कार्यान्वयन के लिए संयुक्त प्रयास करना प्रमुख थे ।
बॉर्डर गार्ड बांग्लादेश ने वार्ता में जिन महत्वपूर्ण मुद्दों को उठाया उनमें, सीमावर्ती अपराधों की रोकथाम, BSF/भारतीय पुलिस/भारतीय नागरिकों, तस्करों और अन्य अराजक तत्वों द्वारा बांग्लादेश सीमा का उल्लंघन/अवैध घुसपैठ, सीमाओं पर होने वाली हत्याएं, अंतर्राष्ट्रीय सीमा के 150 गज के भीतर बुनियादी ढांचे से संबंधित मुद्दे , अगरतला से अखौरा तक अपशिष्ट जल ले जाने वाली 4 नहरों के लिए एफ्लुएंट ट्रीटमेंट प्लांट की स्थापना, सीमांकन, सर्वेक्षण और सीमा स्तंभों का निर्माण, नदी तट संरक्षण कार्य, जल बंटवारा, भारत के अंदर सशस्त्र उपद्रवियों की आवाजाही और उनके शिविरों के बारे में जानकारी, सीबीएमपी का प्रभावी कार्यान्वयन, विश्वास निर्माण उपाय मुख्य रूप से थी।
दोनों देशों के बीच के रिश्तों को और प्रगाढ़ करने तथा सौहार्द के उच्चतम स्तर को बनाए रखने हेतु विशद् चर्चा के पश्चात्, दोनों बल के महानिदेशकों ने संयुक्त रूप से निम्न निर्णय लिये:-
दोनों पक्षों ने एक-दूसरे के मुद्दों पर चर्चा की और सभी स्तरों पर निरंतर, रचनात्मक और सकारात्मक बातचीत के माध्यम से इन मुद्दों को सौहार्दपूर्ण ढंग से निपटाने के लिए प्रतिबद्धता जताई। दोनों ही पक्ष, सम्मेलन के निर्णयों को सच्ची भावना से जमीनी स्तर पर लागू करने पर सहमत हुए।
बांग्लादेशी अपराधियों/उपद्रवियों द्वारा BSF सदस्यों पर हमले/हमले की घटनाओं पर, दोनों पक्ष विशेष रूप से संवेदनशील क्षेत्रों में समन्वित गश्त बढ़ाने (देर रात से सुबह के समय) को राजी हुए, साथ ही अंतर्राष्ट्रीय सीमा के उल्लंघन के संबंध में सीमावर्ती आबादी को जागरूक करने का भी निर्णय लिया ताकि ऐसा करके ऐसी घटनाओं को रोका जा सके ।
मानवाधिकारों की अनुपालना और सीमावर्ती हिंसा को रोकने के लिए सहक्रियात्मक प्रयासों की आवश्यकता को दोहराते हुए, दोनों पक्ष संयुक्त गश्त, सतर्कता बढ़ाने, सार्वजनिक जागरूकता कार्यक्रम को तेज करने, उचित सामाजिक-आर्थिक विकास कार्यक्रम शुरू करने और वास्तविक सामयिक सूचनाओं को साझा करने के लिए अत्यधिक तालमेल के साथ मिलकर काम करने पर भी सहमत हुए ताकि बिना किसी बिना किसी जनहानि के, प्रभावी सीमा प्रबंधन सुनिश्चित किया जा सके। विदित हो कि इस परिप्रेक्ष्य में BSF भारत-बांग्लादेश सीमा पर पहले से ही गैर घातक हथियारों के उपयोग की नीति अपनाए हुए है।
सीमावर्ती अपराधों, मानव तस्करी और अवैध सीमा पार करने जैसी गतिविधियों पर अंकुश लगाने में समन्वित सीमा प्रबंधन योजना के महत्व पर प्रकाश डालते हुए, दोनों पक्ष मानव तस्करी के संलिप्त अपराधियों (यदि कोई हो) की वास्तविक सामयिक सूचनाओं की जानकारी साझा करने और इस संबंध में जांच रिपोर्टों को भी आगे बढ़ाने पर सहमत हुए।
दोनों पक्षों ने ऐसे अपराधों को रोकने के लिए अतिरिक्त सतर्कता बरतने और भारत-बांग्लादेश सीमा को अपराध मुक्त बनाने के लिए सभी प्रयासों में एक-दूसरे का भरपूर सहयोग करने का भी आश्वासन दिया। दोनों पक्ष मानव तस्करी के पीड़ितों की मदद करने और देश के कानून के अनुसार उनके बचाव और त्वरित पुनर्वास की सुविधा प्रदान करने पर भी सहमत हुए।
दोनों पक्षों ने कोऑर्डिनेटेड बॉर्डर मैनेजमेंट प्लान के तहत विभिन्न कार्यक्रमों के माध्यम से आपसी सहयोग को मजबूत करने के लिए किए जा रहे प्रयासों की भी सराहना की। इसके साथ ही दोनों ही पक्षों ने अब तक जारी सभी द्विपक्षीय प्रतिबद्धताओं, जैसे समन्वित संयुक्त गश्त, खेल गतिविधियां, संयुक्त रिट्रीट समारोह, बैंड डिस्प्ले, सद्भावना यात्रा आदि को भी जारी रखने पर अपनी सहमति जताई।
दोनों पक्षों ने सम्मेलन के नतीजे पर संतोष व्यक्त करते हुए सीमा पर शांति बनाए रखने के लिए संयुक्त रूप से काम करने की अपनी प्रतिबद्धता को पुनः दोहराया। अगला महानिदेशक स्तरीय सीमा समन्वय सम्मेलन जुलाई 2025 में ढाका, बांग्लादेश में होना तय हुआ ।
