मुख्य सचिव आनन्द बर्द्धन ने सुरक्षित, सुगम और सुव्यवस्थित चारधाम यात्रा की तैयारियों को लेकर सचिवालय में अधिकारियों के साथ बैठक की। उन्होंने चारधाम यात्रा मार्ग की पुख्ता व्यवस्थाओं को लेकर सभी विभागों को अभी से अपनी तैयारियां समयबद्धता से पूरे करने के निर्देश दिए हैं।
पूर्व में जारी अपने निर्देशों के क्रम में मुख्य सचिव ने सचिव युगल किशोर पंत को देहरादून से केदारनाथ, सचिव डॉ.आर राजेश कुमार को बदरीनाथ यात्रा मार्ग, सचिव डॉ. बी.वी.आर.सी. पुरुषोत्तम को गंगोत्री धाम तथा डॉ. नीरज खैरवाल से यमुनोत्री धाम की तैयारियों के सम्बन्ध में फीडबैक लिया। उन्होंने जिलाधिकारियों को निर्देश दिए कि सभी सचिवों से प्राप्त सुझावों का अनुपालन करते हुए कमियों को दुरूस्त किया जाए।यात्रा मार्ग पर सभी जरूरतों का अभी से आंकलन करते हुए सभी व्यवस्थाएं यात्रा आरम्भ होने से पहले दुरूस्त करने के निर्देश दिए हैं।
उन्होंने कार्यदायी संस्थाओं को संवेदनशीलता के साथ एवं कार्य निर्धारित समय पर पूर्ण करने को गम्भीरता से लेने के निर्देश दिए। उन्होंने प्रत्येक धाम एवं उनके यात्रा मार्गों पर मूलभूत सुविधाओं की व्यवस्था सुनिश्चित किए जाने के निर्देश दिए। उन्होंने यूपीसीएल को धामों में लो-वोल्टेज की समस्या को शीघ्र दुरुस्त करने के भी निर्देश दिए।
मुख्य सचिव ने केदारनाथ में बन रहे अस्पताल को यात्रा शुरू होने से पहले सुचारू किए जाने के निर्देश दिए। इसके साथ ही उन्होंने सुरक्षित या़त्रा के लिए निवारक उपायों की अत्यधिक आवश्यकता पर बल देते हुए स्वास्थ्य जांच केन्द्रों को बढ़ाए जाने के भी निर्देश दिए। उन्होंने कहा कि यात्रा की शुरुआत में ही स्वास्थ्य परीक्षण हो सके इसके लिए हरिद्वार, ऋषिकेश एवं विकासनगर में हेल्थ स्क्रीनिंग केन्द्रों की संख्या बढ़ाई जाए।
मुख्य सचिव ने मल्टी लेवल पार्किंग की व्यवस्था पर बल देते हुए अधिक से अधिक पार्किंग स्थलों को चिन्हित किए जाने की बात कही। कहा कि पार्किंग स्थलों के आस-पास रहने खाने एवं स्वास्थ्य जांच आदि की व्यवस्था सुनिश्चित की जाए। उन्होंने कहा कि सभी यात्रा मार्गों पर स्थानीय स्तर परिस्थितियों एवं विकल्प मार्गों के अनुरूप यातायात प्रबंधन योजना तैयार की जाए।
मुख्य सचिव ने श्रद्धालुओं द्वारा यात्रा मार्गों पर वृक्षारोपण करने हेतु स्मृति वन के लिए स्थान चिन्हित किए जाने की भी बात कही। उन्होंने कहा कि इच्छित श्रद्धालु इन पलों को यादगार बनाने के लिए पौधारोपण कर सकते हैं।
मुख्य सचिव ने कहा कि यात्रा मार्गों में दुर्घटनाओं या लैंड स्लाईड से लगने वाले जाम के कारण पीछे लगी लम्बी लाईनों में यात्रियों को जाम के कारणों की उचित जानकारी मिल सके इसके लिए मैकेनिज्म तैयार किया जाए। उन्होंने कहा कि इसके लिए यात्रा मार्गों पर डिजिटल डिस्प्ले बोर्ड लगाए जा सकते हैं, जो यह जानकारी उपलब्ध कराएंगे कि किस स्थान पर कौन सी घटना घटी है, जिसके कारण जाम लगा है। उन्होंने इसके लिए सचिव लोक निर्माण विभाग को व्यवस्थाएं सुनिश्चित किए जाने के निर्देश दिए।
उन्होंने कहा जब तक यह व्यवस्था धरातल पर उतरती है तब तक बल्क एसएमएस और बल्क व्हॉट्सअप मैसेज के माध्यम से यह जानकारी उपलब्ध कराई जाए। उन्होंने संभावित भूस्खलन क्षेत्रों का ट्रीटमेंट शीघ्र किए जाने के निर्देश दिए। उन्होंने कहा कि इन भूस्खलन क्षेत्रों के लिए दीर्घावधि उपचार पर भी शीघ्र कार्यवाही सुनिश्चित की जाए।
मुख्य सचिव ने यात्रा मार्गों पर स्वच्छता पर विशेष ध्यान दिए जाने के भी निर्देश दिए। उन्होंने ‘सुलभ‘ को नियमित सफाई एवं पानी की व्यवस्था सुनिश्चित किए जाने के भी निर्देश दिए। उन्होंने सफाई व्यवस्था के लिए पूरे प्रदेश में यह व्यवस्था सुनिश्चित किए जाने की बात भी कही। उन्होंने इसके लिए उत्तराखण्ड प्रदूषण नियंत्रण बोर्ड एवं 15वें वित्त आयोग की स्वच्छता हेतु टाईड फंड से भी फंड्स उपलब्ध कराए जाने की बात कही।
उन्होंने चारों धामों में दुकानदार एवं घोड़ा/कंडी संचालक सहित सभी प्रकार केे सर्विस प्रोवाईडर के आरएफआईडी टैग बनाए जाने के निर्देश दिए। उन्होंने जिलाधिकारियों को निर्देश दिए कि धामों में श्रद्धालुओं के रूकने के लिए लगाए गए टैन्ट आदि को सुव्यस्थित ढ़ंग से लगाए जाने हेतु व्यवस्थाएं सुनिश्चित की जाएं।
इस अवसर पर सचिव शैलेश बगौली, नितेश कुमार झा, सचिन कुर्वे, डॉ. बी.वी.आर.सी. पुरूषोत्तम, डॉ. पंकज कुमार पाण्डेय, चंद्रेश कुमार यादव, डॉ. आर. राजेश कुमार, डॉ. नीरज खैरवाल, कमिश्नर गढ़वाल विनय शंकर पाण्डेय, सचिव युगल किशोर पंत, महानिदेशक सूचना बंशीधर तिवारी सहित वीडियो कॉन्फ्रेंसिंग के माध्यम से चारधाम एवं यात्रा मार्गों से सम्बन्धित जनपदों के जिलाधिकारी एवं अन्य वरिष्ठ अधिकारी उपस्थित थे।
