@ गांधीनगर गुजरात :-
मुख्यमंत्री भूपेंद्र पटेल ने राज्य में स्थानीय निकायों व पंचायतीराज संस्थाओं जिला तथा तहसील पंचायतों के भवनों के ढाँचे को अधिक सुदृढ़ एवं सुविधापूर्ण बनाने का दृष्टिकोण अपनाया है। इस संदर्भ में मुख्यमंत्री ने नागरिकों को पर्याप्त सुविधा उपलब्ध हो; ऐसे अत्याधुनिक व स्पेस वाले तहसील पंचायत भवनों के निर्माण के लिए वर्ष 2025-26 के बजट में कुल 65 करोड़ रुपए का प्रावधान सुनिश्चित किया है।
पटेल ने तहसील पंचायतों के भवनों में सोलर रूफटॉप सिस्टम द्वारा सौर ऊर्जा के उपयोग की प्रेरणा दी है। तहसील पंचायतों का बिजली बिल का बोझ कम करके उन्हें आत्मनिर्भर बनाने के उत्तम उद्देश्य के साथ 104 तहसील पंचायतों में सोलर रूफटॉप सिस्टम कार्यरत हैं तथा और 27 तहसील पंचायतों में ऐसे सिस्टम इन्स्टॉल करने का कार्य प्रगति पर है। प्रधानमंत्री नरेन्द्र मोदी ने ‘कैच द रेन’ अभियान अंतर्गत सरकारी भवनों में वर्षा जल संग्रह एवं संचय के लिए रेन वॉटर हार्वेस्टिंग स्ट्रक्चर का भी निर्माण करने का आह्वान किया है।
गुजरात ने प्रधानमंत्री का आह्वान स्वीकार कर 31 तहसील पंचायत भेवनों में वर्षा जल संग्रह की व्यवस्था कर ली है। राज्य की 211 तहसील पंचायतों के पास अपने भवन हैं। इसमें अब और 11 तहसील पंचायतों के नए भवन निर्माण के लिए मुख्यमंत्री ने प्रशासनिक स्वीकृति दी है। तद्अनुसार डांग की आहवा, अहमदाबाद की दसक्रोई व देत्रोज, खेडा की मातर, छोटा उदेपुर की क्वांट, पाटण की सांतलपुर, बनासकाँठा की वाव, भावनगर की पालीताणा व शिहोर, महीसागर की लुणावाडा तथा राजकोट की गोंडल तहसीलों के नए भवनों के लिए कुल 12.45 करोड़ रुपए की स्वीकृति दी गई है।
राज्य की जिन 6 तहसीलों लाठी, कुंकावाव, वेरावळ, डीसा, महुवा तथा गांधीनगर; जहाँ तहसील पंचायत भवनों के निर्माण का कार्य प्रगति पर है, वहाँ मुख्यमंत्री ने कुल 20.55 करोड़ रुपए का आवंटन किया है। राज्य सरकार के पंचायत, ग्रामीण गृह निर्माण एवं ग्रामीण विकास विभाग द्वारा इस संबंध में जारी किए गए प्रस्ताव तथा मार्गदर्शिका में कहा गया है कि भवन की डिजाइन एवं योजना के क्रियान्वयन में सुरक्षा मानदंडों तथा गुजरात राज्य आपदा प्रबंधन प्राधिकरण (जीएसडीएमए) की गाइडलाइन्स का पालन करना होगा और नवनिर्मित होने वाले ऐसे भवनों में रेन वॉटर हार्वेस्टिंग स्ट्रक्चर की व्यवस्था भी सुनिश्चित करनी होगी।
मुख्यमंत्री भूपेंद्र पटेल के इस निर्णय के परिणामस्वरूप तहसील से लेकर जिला पंचायत स्तर तक अधिक सुविधापूर्ण कार्यालयों का निर्माण होने से लोगों को भी सुगमता होगी तथा अधिक सुदृढ़ सेवा ढाँचा उपलब्ध होगा। मुख्यमंत्री द्वारा किए गए इस निर्णय को लेकर पंचायत, ग्रामीण गृह निर्माण एवं ग्रामीण विकास विभाग ने विधिवत प्रस्ताव भी जारी कर दिए हैं।
