पंजाब के मुख्यमंत्री भगवंत सिंह मान की पहल पर राज्य की सभी राजनीतिक पार्टियों ने भाखड़ा-ब्यास प्रबंधकीय बोर्ड (बी.बी.एम.बी.) के पंजाब का पानी छीनने के तानाशाही कदम की निंदा करने के लिए अनूठी एकजुटता का प्रदर्शन किया और राज्य के पानी को बचाने के लिए हर संभव कदम उठाने का संकल्प लिया।
यहां पंजाब भवन में बुलाई गई बैठक के दौरान कांग्रेस से पूर्व स्पीकर राणा के.पी. सिंह और पूर्व मंत्री तृप्त रजिंदर सिंह बाजवा, शिरोमणि अकाली दल से वरिष्ठ नेता बलविंदर सिंह भूंदड़ और पूर्व मंत्री दलजीत सिंह चीमा, भाजपा से प्रदेश अध्यक्ष सुनील जाखड़ और पूर्व मंत्री मनोरंजन कालिया, पूर्व सांसद व बसपा के प्रदेश प्रमुख अवतार सिंह करीमपुरी, सी.पी.एम. के सचिव सुखविंदर सिंह सेखों और सी.पी.आई. के सचिव बंत सिंह बराड़ सहित राजनीतिक नेताओं ने बैठक बुलाने के लिए मुख्यमंत्री की स्पष्ट रूप से सराहना की।
उन्होंने सर्वसम्मति से कहा कि भगवंत सिंह मान ने पंजाब के पानी को बचाने के लिए सभी राजनीतिक दलों को एक मंच पर लाने का दूरदर्शी निर्णय लिया है। उन्होंने कहा कि अब समय आ गया है कि राज्य सरकार नदी के पानी के मुद्दे पर पंजाब के हितों की रक्षा के लिए सभी कानूनी, राजनीतिक और प्रशासनिक तरीकों की पड़ताल करे।
सभी राजनीतिक दलों ने मुख्यमंत्री से नदियों के पानी के इस मुद्दे पर पंजाब और इसके लोगों के अधिकारों की रक्षा के लिए हर संभव प्रयास करने की अपील की और इस कार्य के लिए उन्हें पूर्ण समर्थन व सहयोग देने का भरोसा दिलाया। उन्होंने मुख्यमंत्री की मानवता के आधार पर हरियाणा को पीने के पानी की जरूरतें पूरी करने के लिए प्रतिदिन 4000 क्यूसेक पानी देने की भी सराहना की। उन्होंने कहा कि यह एक नेक पहल है, लेकिन जिस तरह हरियाणा सरकार और बी.बी.एम.बी. ने हमारे पानी को छीनने के लिए तानाशाही और पंजाब विरोधी रवैया अपनाया है, वह अत्यंत निंदनीय है।
राजनीतिक दलों ने केंद्र सरकार द्वारा बी.बी.एम.बी. में पंजाब सरकार के अधिकारियों में से नियुक्त सदस्य (पावर) को हटाकर पंजाब को कमजोर करने की तानाशाही की भी निंदा की। उन्होंने कहा कि बी.बी.एम.बी. में पंजाब की 60 प्रतिशत हिस्सेदारी है, जिसके लिए इसे वीटो पावर दी जानी चाहिए ताकि अन्य हिस्सेदार मिलकर इसके खिलाफ साजिश न कर सकें। उन्होंने संकल्प लिया कि सभी राजनीतिक दल अपने मतभेदों और पार्टी लाइन से ऊपर उठकर पंजाब के अधिकारों की रक्षा के लिए लड़ेंगे और इसके लिए कोई कसर बाकी नहीं छोड़ेंगे।
इस दौरान सभी राजनीतिक दलों का समर्थन देने के लिए तहेदिल से धन्यवाद करते हुए मुख्यमंत्री ने कहा कि सभी राजनीतिक दलों की एकता ने उन्हें बड़ा नैतिक हौसला दिया है। उन्होंने कहा कि राज्य सरकार सोमवार को पंजाब विधानसभा का एक विशेष सत्र बुलाएगी, जिसमें केंद्र सरकार और बी.बी.एम.बी. की तानाशाही की निंदा की जाएगी। भगवंत सिंह मान ने कहा कि यह संकट केंद्र द्वारा पंजाब पर थोपा गया है, लेकिन हम इसके खिलाफ लड़ने के लिए कानूनी रूप से सही और नैतिक रूप से मजबूत हैं।
मुख्यमंत्री ने कहा कि बाद में हरियाणा सरकार ने पंजाब से अपील की थी कि उनके पास लोगों की पीने के पानी की जरूरतें पूरी करने के लिए भी पानी नहीं है। उन्होंने कहा कि मानवता के आधार पर पंजाब सरकार ने उदार दिल दिखाते हुए 6 अप्रैल से हरियाणा को प्रतिदिन 4000 क्यूसेक पानी आवंटित किया है। भगवंत सिंह मान ने कहा कि हरियाणा की आबादी तीन करोड़ है और अनुमानों के अनुसार 1700 क्यूसेक पानी लोगों की पीने के पानी की जरूरतें पूरी करने के लिए पर्याप्त है।
मुख्यमंत्री ने कहा कि हरियाणा सरकार ने पंजाब से अपनी वास्तविक जरूरत से 2.5 गुना अधिक पानी मांगा है। उन्होंने कहा कि इसके बावजूद पंजाब द्वारा अप्रैल महीने से यह पानी दिया जा रहा है और कुछ दिन पहले हरियाणा ने अनुरोध किया था कि यह पानी उनके लिए पर्याप्त नहीं है और उन्हें प्रतिदिन 8500 क्यूसेक अतिरिक्त पानी की जरूरत है। भगवंत सिंह मान ने कहा कि यह स्पष्ट है कि यह पानी सिंचाई के लिए मांगा जा रहा है और यह समस्या इसलिए पैदा हुई क्योंकि हरियाणा ने अपने हिस्से के पानी का उचित उपयोग नहीं किया।
मुख्यमंत्री ने कहा कि हरियाणा और केंद्र सरकार पंजाब को दबाने की कोशिश कर रही हैं और यह दुर्भाग्यपूर्ण है कि बी.बी.एम.बी. द्वारा पंजाब के पानी के हिस्से पर डाका डालने के लिए हर दिन नए प्रस्ताव पारित किए जा रहे हैं। उन्होंने कहा कि कानून के अनुसार बी.बी.एम.बी. की बैठक बुलाने के लिए एक सप्ताह का अग्रिम नोटिस देना अनिवार्य है, लेकिन हरियाणा को पानी देने की जल्दबाजी में तीन घंटे में बैठक बुलाई गई, जिसके बाद हरियाणा को पानी छोड़ दिया गया। भगवंत सिंह मान ने दोहराया कि पंजाब सरकार राज्य के हितों की रक्षा के लिए प्रतिबद्ध है और किसी को भी पंजाब के पानी पर डाका डालने की इजाजत नहीं दी जाएगी।
