मुख्यमंत्री ठाकुर सुखविंद्र सिंह सुक्खू ने मातृ-शिशु एवं युवा बाल पोषण और नशामुक्ति पर एक दिवसीय राज्य स्तरीय कार्यशाला को सम्बोधित करते हुए राज्य में नशामुक्ति एवं पुनर्वास के लिए राज्य स्तरीय सलाहकार बोर्ड के गठन की घोषणा की। मुख्यमंत्री की अध्यक्षता में गठित इस सलाहकार बोर्ड का उद्देश्य मादक पदार्थों के दुरुपयोग से सम्बंधित विभिन्न विभागों की गतिविधियों को सुव्यवस्थित करना है ताकि इस बुराई के प्रति एकीकृत दृष्टिकोण सुनिश्चित किया जा सके।
इसके अलावा उन्होंने डॉ. राजेंद्र प्रसाद राजकीय चिकित्सा महाविद्यालय, टांडा में मानसिक स्वास्थ्य उत्कृष्टता केंद्र को नशामुक्ति एवं पुनर्वास के लिए राज्य स्तरीय नोडल संस्थान घोषित किया। उन्होंने कहा कि राज्य के सभी चिकित्सा महाविद्यालयों एवं जिला अस्पतालों में ओपियोइड प्रतिस्थापन थैरेपी केंद्र भी स्थापित किए जाएंगे। शिक्षा एवं स्वास्थ्य विभाग के सहयोग से राज्य में स्कूल स्वास्थ्य मिशन का क्रियान्वयन किया जाएगा।
उन्होंने कहा कि सरकार पात्र गर्भवती महिलाओं, स्तनपान कराने वाली माताओं को प्रदान की जाने वाली खाद्य वस्तुओं की गुणवत्ता सुनिश्चित करने के लिए पूरक पोषण की खरीद को निचले स्तर पर शक्तियां प्रदान करने पर भी विचार कर रही है। उन्होंने अधिकारियों को इस संबंध में मानक संचालन प्रक्रिया तैयार करने के निर्देश दिए।
मुख्यमंत्री ने नशे के दुष्परिणामों के बारे में विद्यालयों के स्तर पर जागरूक करने की आवश्यकता पर बल दिया। उन्होंने कहा कि प्रदेश सरकार ने राज्य में नशा माफिया पर नकेल कसने की पहल की है और कई नशा तस्करों को गिरफ्तार किया गया है। उन्होंने कहा कि राज्य सरकार ने ऐसे अपराधियों की संपत्ति जब्त करने का भी प्रावधान किया है।
उन्होंने कहा कि प्रदेश सरकार ने गत दो वर्षों में स्वास्थ्य देखभाल और शिक्षा के क्षेत्र को सुदृढ़ करने को विशेष अधिमान दिया है तथा इन क्षेत्रों में आवश्यक बदलाव किए हैं। उन्होंने कहा कि इन क्षेत्रों में भविष्य में और भी बदलाव किए जाएंगे जिससे प्रदेश के लोगों को उच्च स्तरीय चिकित्सा सुविधाएं प्रदेश में ही सुनिश्चित होंगी।
उन्होंने कहा कि जीवनशैली में परिवर्तन के कारण कई स्वास्थ्य समस्याएं उत्पन्न हो रही हैं, इसलिए उचित आहार अपनाने और जीवनशैली में बदलाव लाना आवश्यक है। उन्होंने कहा कि सरकारी स्वास्थ्य संस्थानों में आधुनिक स्वास्थ्य मशीनें लगाई जा रही हैं और अंतर्राष्ट्रीय स्वास्थ्य मानकों के अनुरूप डॉक्टर-मरीज और नर्स-मरीज अनुपात का पालन करने के लिए विशेष कदम उठाए जा रहे हैं ताकि मरीजों को बेहतर स्वास्थ्य देखभाल सुनिश्चित हो सके।
मुख्य सचिव प्रबोध सक्सेना ने हिमाचल प्रदेश में 6 माह की आयु के शिशुओं के लिए स्तनपान की आवश्यकता के बारे में जागरूकता की कमी पर चिंता व्यक्त की। उन्होंने गर्भवती महिलाओं, स्तनपान कराने वाली माताओं और नवजात शिशुओं के लिए उचित पोषण की आवश्यकता पर बल दिया।
नीति आयोग के सदस्य डॉ. वी.के. पॉल ने बच्चों में कुपोषण की समस्या से निपटने के लिए निगरानी, प्रशिक्षण और टीम वर्क के महत्त्व के बारे में बताया। उन्होंने प्रसव के बाद तुरंत स्तनपान और पहले छः माह के लिए स्तनपान की आवश्यकता के बारे में जानकारी दी।
स्वास्थ्य सचिव एम. सुधा देवी ने कार्यशाला में मुख्यमंत्री का स्वागत किया तथा स्वास्थ्य क्षेत्र में सुधार के लिए मुख्यमंत्री की प्रतिबद्धता के लिए आभार व्यक्त किया।
