भारत और नेपाल के बीच सीमा शुल्क सहयोग पर21वीं महानिदेशक स्तरीय वार्ता 10-11 अप्रैल, 2025 को काठमांडू, नेपाल में हुई। दोनों पक्षों ने दोनों देशों के बीच सीमा शुल्क सहयोग बढ़ाने के लिए कई द्विपक्षीय मुद्दों पर चर्चा की। भारतीय प्रतिनिधिमंडल का नेतृत्व राजस्व आसूचना निदेशालय, केंद्रीय अप्रत्यक्ष कर और सीमा शुल्क बोर्ड, राजस्व विभाग, वित्त मंत्रालय, भारत सरकार के महानिदेशक अभय कुमार वास्तव ने किया और नेपाली प्रतिनिधिमंडल का नेतृत्व सीमा शुल्क विभाग, वित्त मंत्रालय, नेपाल सरकार के महानिदेशक महेश भट्टराई ने किया।
बैठक के एजेंडा मेंतस्करी रोकने के उपाय;आगमन-पूर्व सीमा शुल्क डेटा के आदान-प्रदान और इलेक्ट्रॉनिक मूल डेटा विनिमय प्रणाली पर समझौता ज्ञापन की प्रगति की समीक्षा करना,सीमा शुल्क पारस्परिक सहायता समझौते को अंतिम रूप देना, इलेक्ट्रॉनिक कार्गो ट्रैकिंग सिस्टम के तहत पारगमन कार्गो की आवाजाही में सहायता करना, पारगमन प्रक्रियाओं का स्वचालन और डिजिटलीकरण करना ,सीमावर्ती बुनियादी ढांचे का विकास करना;अन्य के साथ-साथ जानकारी साझाकरना कार्यक्रम और क्षमता विकास में सहयोग करना शामिल थे।
सीमापार आपराधिक गतिविधियों औरसोने, नशीले पदार्थों, जाली मुद्रा नोटों, निषिद्ध/प्रतिबंधित श्रेणी के सामान जैसे ई-सिगरेट, ई-लाइटर, लहसुन की कुछ किस्मों और संवेदनशील वस्तुओंकी तस्करी सहित वाणिज्यिक धोखाधड़ी के अन्य मामलों से संबंधित मुद्दों परभी विचार-विमर्श किया गया। इस बात को स्वीकार किया गया कि माल की तस्करी एक आम चुनौती रही है और दोनों पक्षों ने सक्रिय भागीदारी और खुफिया सूचनाओं के आदान-प्रदान के साथ सीमा पार तस्करी को रोकने में सहयोग की उम्मीद जताई। दोनों देशों ने अनधिकृत व्यापार को नियंत्रित करने के लिए आवश्यक उपाय करने और मिलकर काम करने पर सहमति जताई।
नेपाल भारत की ‘पड़ोसी पहले’ नीति के तहत उसका एक प्रमुख साझेदार है। नेपाल के निर्यात में भारत की हिस्सेदारी दो-तिहाई है और वह नेपाल का सबसे बड़ा व्यापार साझेदार है। सीमा शुल्क सहयोग पर द्विपक्षीय वार्ता वास्तविक व्यापार को सुविधाजनक बनानेके साथ-साथ एक दूसरे से जुड़ी दुनिया में सीमा पर अवैध व्यापार को रोकने के लिए एक महत्वपूर्ण तंत्र है।
बैठक का सकारात्मक समापन हुआ। नेपाली पक्ष ने विभिन्न स्तरों पर नेपाली सीमा शुल्क अधिकारियों के लिए ज्ञान साझा करने और क्षमता वृद्धि कार्यक्रमों के लिए भारत सरकार, विशेष रूप से केंद्रीय अप्रत्यक्ष कर और सीमा शुल्क बोर्ड का आभार व्यक्त किया।
दोनों पक्षों ने उन क्षेत्रों में सहयोग करने पर जोर दिया जो सीमा पार व्यापार और सीमा शुल्क संचालन की दक्षता और प्रभावशीलता को बढ़ा सकते हैं जो दोनों देशों को महत्वपूर्ण आर्थिक लाभ प्रदान करते हैं। व्यापार को सुविधाजनक बनाने और माल की तस्करी को रोकने के लिए नई प्रौद्योगिकियों पर विचार करने पर पारस्परिक रूप से सहमति व्यक्त की गई।
