मुख्यमंत्री ठाकुर सुखविन्द्र सिंह सुक्खू ने वार्षिक प्रदर्शन मूल्यांकन रिपोर्ट (एपीएआर) सॉफ्टवेयर के विकास कार्य की प्रगति की समीक्षा की। यह सॉफ्टवेयर डिजिटल टेक्नोलॉजीज एवं गवर्नेंस विभाग द्वारा विकसित किया जा रहा है, जिसका उद्देश्य सरकारी कर्मचारियों के लिए एक पारदर्शी, प्रभावी एवं पूर्णतः डिजिटल प्रदर्शन मूल्यांकन प्रणाली स्थापित करना है।
बैठक के दौरान मुख्यमंत्री को अवगत करवाया गया कि एपीएआर पोर्टल के माध्यम से एपीएआर तथा वार्षिक कार्य योजनाओं की एंड-टू-एंड ऑनलाइन प्रोसेसिंग एक सुव्यवस्थित डिजिटल वर्कफ्लो के तहत की जा सकेगी। यह प्रणाली प्रदर्शन मूल्यांकन प्रक्रिया में निष्पक्षता, जवाबदेही तथा निगरानी में सुगमता सुनिश्चित करने के लिए तैयार की गई है।
मुख्यमंत्री को बताया गया कि एपीएआर की शुरुआत संबंधित रिपोर्टिंग अथॉरिटी द्वारा तैयार की गई वार्षिक कार्य योजना एवं स्पष्ट रूप से निर्धारित गुणात्मक एवं मात्रात्मक लक्ष्यों के आधार पर की जाएगी। सॉफ्टवेयर में यह प्रावधान भी होगा कि प्रशासनिक आवश्यकताओं एवं बदलती प्राथमिकताओं के अनुरूप व्यक्तिगत अधिकारियों अथवा संपूर्ण कैडर के लक्ष्यों में वार्षिक संशोधन किया जा सके।
मुख्यमंत्री ने कहा कि समूह ‘ए’, ‘बी’, ‘सी’ एवं ‘डी’ के सभी कर्मचारियों के लिए एक समान एवं मानकीकृत एपीएआर प्रारूप लागू किया जाएगा, जिससे प्रदर्शन मूल्यांकन में एकरूपता एवं निष्पक्षता सुनिश्चित होगी। पोर्टल के माध्यम से एपीएआर की शुरुआत के समय रिपोर्टिंग, रिव्यूइंग एवं एक्सेप्टिंग अधिकारियों की ऑनलाइन पहचान एवं अनुमोदन की सुविधा भी उपलब्ध होगी।
मुख्यमंत्री को यह भी अवगत करवाया गया कि यह प्रणाली एक ही वित्तीय वर्ष में एक से अधिक एपीएआर शुरू करने की सुविधा प्रदान करेगी, बशर्ते प्रत्येक एपीएआर की न्यूनतम अवधि तीन माह हो। इससे स्थानांतरण अथवा दायित्वों में परिवर्तन की स्थिति में अधिक सटीक मूल्यांकन संभव हो सकेगा।
मुख्यमंत्री ने प्रगति की समीक्षा करते हुए सॉफ्टवेयर को समयबद्ध रूप से पूर्ण करने तथा इसे उपयोगकर्ता-अनुकूल बनाने पर बल दिया। उन्होंने कहा कि एपीएआर पोर्टल प्रदर्शन-आधारित शासन को सुदृढ़ करने, पारदर्शिता बढ़ाने तथा सरकारी तंत्र में जवाबदेही की संस्कृति को प्रोत्साहित करने की दिशा में एक महत्वपूर्ण कदम सिद्ध होगा।
