भारत की राष्ट्रपति द्रौपदी मुर्मु ने 27 जून, 2025 नई दिल्ली में एमएसएमई दिवस समारोह में भाग लिया और उसे संबोधित किया।
इस अवसर पर बोलते हुए राष्ट्रपति ने कहा कि सूक्ष्म, लघु एवं मध्यम उद्यम (एमएसएमई) देश की अर्थव्यवस्था के एक मजबूत स्तंभ हैं। वे सकल घरेलू उत्पाद में महत्वपूर्ण योगदान करते हैं और जमीनी स्तर पर नवाचार को बढ़ावा देते हैं। एक सुदृढ़ एमएसएमई इकोसिस्टम देश के सतत आर्थिक विकास के लिए न केवल महत्वपूर्ण है, बल्कि ये आवश्यक भी है।
ये उद्यम पूंजी की अपेक्षाकृत कम लागत पर अधिक रोजगार के अवसर पैदा करते हैं। सबसे महत्वपूर्ण बात यह है कि ये उद्यम ग्रामीण और पिछड़े क्षेत्रों में रोजगार पैदा करते हैं। इस प्रकार, एमएसएमई क्षेत्र कमजोर वर्गों को सशक्त बनाकर और विकास का विकेंद्रीकरण करके समावेशी विकास में योगदान करता है।
राष्ट्रपति महोदया ने कहा कि इसमें कोई संदेह नहीं है कि एमएसएमई क्षेत्र देश की प्रगति में महत्वपूर्ण भूमिका निभा रहा है। हालांकि, इस क्षेत्र को कई चुनौतियों का भी सामना करना पड़ता है, जिनमें प्रमुख रूप से वित्त की समस्या, बड़ी कंपनियों से प्रतिस्पर्धा, नवीनतम प्रौद्योगिकी की कमी, कच्चे माल और कुशल कार्यबल की कमी, सीमित बाजार और विलंबित भुगतान शामिल है।
राष्ट्रपति ने कहा कि एमएसएमई के महत्व और उनकी समस्याओं को महसूस करते हुए केन्द्र सरकार ने कई नीतिगत पहल की हैं। इनमें एमएसएमई के लिए वर्गीकरण मानदंडों का संशोधन, ऋण की उपलब्धता में वृद्धि, केंद्रीय मंत्रालयों, विभागों और केंद्रीय सार्वजनिक क्षेत्र के उद्यमों को अपनी वार्षिक खरीद आवश्यकताओं का कम से कम 35 प्रतिशत सूक्ष्म और लघु उद्यमों से प्राप्त करने के लिए प्रोत्साहन, पीएम विश्वकर्मा योजना के तहत कारीगरों का कौशल विकास आदि शामिल हैं।
उन्हें यह जानकर खुशी हुई कि इन प्रयासों से पंजीकृत एमएसएमई की संख्या में बहुत तेजी से वृद्धि हुई है। उन्होंने विश्वास व्यक्त किया कि एमएसएमई के लिए ऑनलाइन विवाद समाधान पोर्टल विलंबित भुगतान के मामलों में महत्वपूर्ण साबित होगा।
मुर्मु ने कहा कि एमएसएमई की स्थिरता के लिए नवाचार बहुत महत्वपूर्ण है। एमएसएमई द्वारा जमीनी स्तर पर नवाचार को बढ़ावा देने से स्थानीय संसाधनों से स्थानीय मुद्दों का किफायती समाधान मिल सकता हैं।
राष्ट्रपति ने हाल के वर्षों में एमएसएमई क्षेत्र में महिलाओं की भागीदारी में वृद्धि पर प्रसन्नता व्यक्त की। उन्होंने कहा कि देश के सर्वांगीण विकास के लिए इस क्षेत्र में अधिक से अधिक महिलाओं की भागीदारी आवश्यक है। उन्होंने युवा महिलाओं से उद्यम स्थापित करने और आत्मनिर्भर बनने का आग्रह किया।
राष्ट्रपति ने कहा कि एमएसएमई भारत की आर्थिक विकास में महत्वपूर्ण योगदान दे रहे हैं, लेकिन वे ऊर्जा खपत और उत्सर्जन के एक बड़े हिस्से के लिए भी जिम्मेदार हैं। एमएसएमई क्षेत्र में हरित प्रौद्योगिकी को बढ़ावा देना समय की आवश्यकता है। ये न केवल एमएसएमई की स्थिरता और प्रतिस्पर्धात्मकता को बढ़ाएगा, बल्कि ये देश को अपने जलवायु लक्ष्यों को प्राप्त करने में भी मदद करेगा।
